About Joel
Joel Bernard was elected to the New Brunswick Legislature in 1999 as the MLA for Nepisiguit. He held the positions of Deputy Speaker, Chair of the Committee of the Whole (Legislation) and Chair of the Committee of Supply (Budgets).
From 2006 to 2015, he held the position of Senior Policy Advisor at Public Safety and Emergency Preparedness, Industry Canada, Department of Fisheries and Oceans and International Development. In 2017, he worked as a Parliamentary Advisor until his retirement in December 2023.
Joel’s unique work experience has allowed him to acquire considerable knowledge of the dynamics between elected officials and their staffers, their respective needs and best practices to maximize success for all.
Joel is Certified Career Coach and has considerable first-hand knowledge of the Federal/Provincial government machinery and of the Dos and Don’ts while swimming with sharks in the political waters.

Yes. One of our core values is that spiritual and personal care is always non-partisan. We provide networking and coaching support to all regardless of party affiliation.
The Hill Advisory Network is a program of Leading Influence, which is a charity based on Christian principles and offering personal and spiritual care services from a Christian perspective. However, our services are open to all, and you do not have to be Christian to participate in or request support from the Hill Advisory Network.
Joel is usually on the Hill on Wednesdays and available to connect with you in person by appointment.
